A Jarl is the leader of the people in Svargrond. To become a Jarl you must be elected by the clans in Svargrond. The Jarl speaks in the behalf of all the people in Svargrond and don't raise the taxes or do anything without the full consent of the clans and the barbarians living in the town. The current Jarl is Sven, the Younger.
